Every container or air shipment leaving Dubai must be cleared for export by Dubai Customs before it can be loaded. The process is fully electronic, running through Dubai Trade and the Mirsal 2 customs system. When your paperwork is clean, clearance is fast; when it is not, your cargo sits. Here is the process step by step.
Customs works from documents, so this is where most delays are born. You will typically need:
Your clearing agent submits the export declaration through Dubai Trade into Mirsal 2, declaring the HS codes, values, weights, container or package details, and the vessel or flight. The system risk-assesses every declaration and assigns it a channel: green (release without inspection), yellow (document check), or red (physical inspection). Accurate, consistent declarations earn green far more often than not.
Yellow-channel shipments face a document review; red-channel cargo is physically examined at the inspection yard. Inspections are routine — new shippers, high-value electronics and certain HS codes are flagged more often. Having your packing list match the physical cargo exactly is what gets you through quickly.
Once customs releases the shipment, the container is gated into the Jebel Ali terminal against the vessel booking, and the shipping line confirms loading. For air freight the equivalent step is handing cargo to the airline’s ground handler at DXB or DWC after customs release.
With clean documents, export clearance at Jebel Ali is typically completed within 1–3 working days (indicative) — often same-day for straightforward LCL and air shipments. Add time if your goods need inspection, if permits are missing, or during peak periods such as pre-Ramadan and year-end rushes.
1. HS code errors. Wrong or vague commodity codes are the single most common trigger for yellow/red channels. Classify properly — do not guess.
2. Invoice vs packing list mismatch. If quantities, weights or values disagree between documents, the declaration gets stopped for reconciliation.
3. Missing certificate of origin. Without it you may still export, but your buyer can lose preferential duty treatment at destination — an expensive oversight on commercial shipments.
4. Shipping controlled goods without permits. Foodstuffs, medicines, cosmetics, telecom gear and chemicals each have their own authority. No permit, no release.
5. Last-minute bookings. Filing the declaration hours before vessel cut-off leaves zero margin for a document query. File early.
How long does export clearance take at Jebel Ali?
Typically 1–3 working days with clean documents (indicative); inspections or missing permits extend it.
Do I need a clearing agent, or can I file myself?
Declarations are filed through Dubai Trade/Mirsal 2, which requires registration. Most exporters use a licensed clearing agent — the cost is small next to the cost of a held container.
What is the difference between Mirsal 2 and Dubai Trade?
Dubai Trade is the single-window portal; Mirsal 2 is Dubai Customs’ declaration processing system behind it. Your agent works in both on your behalf.
Can cargo be exported without a certificate of origin?
Usually yes, but the buyer may then pay full import duty at destination instead of a preferential rate — check the trade agreement first.
