The United States runs the strictest import documentation regime of any major destination from Dubai — and the rule that catches most first-time shippers out is one they have never heard of: ISF 10+2. Miss it, and your container may never leave Jebel Ali. Here is what the rule requires and how to stay compliant.
The Importer Security Filing (ISF), known as “10+2,” requires detailed cargo data to be filed with US Customs and Border Protection (CBP) at least 24 hours before the vessel is loaded at the foreign port. The “10” are data elements provided by the importer (or their agent); the “+2” are provided by the carrier. It applies to ocean cargo only — air freight has separate, simpler advance-data requirements.
The carrier adds the vessel stow plan and container status messages — the “+2.” Your forwarder coordinates both halves, but the legal responsibility sits with the importer of record.
CBP can assess penalties of $5,000 per violation for late, inaccurate or missing ISF filings, and can issue “do not load” orders holding your container at origin. These are not theoretical risks — they are routinely enforced. Because the filing deadline is 24 hours before loading (not before sailing), the practical deadline is even earlier than most shippers expect.
Shipping food, beverages, dietary supplements or cosmetics? The US Food and Drug Administration requires prior notice before the goods arrive, and the manufacturing facility must be registered with the FDA. Without valid prior notice, the shipment is held at the port of arrival until it is filed — with storage charges accumulating daily. Your forwarder should file this as a matter of routine; confirm it is included in your quote.
Plants, seeds, fruits, vegetables and other agricultural products fall under USDA/APHIS rules and may need permits or inspections on arrival. Wood packaging material must meet ISPM 15 standards (heat-treated and stamped) — non-compliant pallets are a classic cause of holds. Meat and dairy products face heavy restrictions and generally require specific import permits.
The golden rule for US-bound ocean cargo: have every document and data element with your forwarder 3–5 days before the vessel sails (indicative guidance). That leaves room to fix errors, file the ISF on time and handle FDA/USDA steps without panic. Last-minute US shipments are where expensive mistakes happen.
